cape-verde will not be empty, because with all the investments that could be made in cv by the british and irish, the country economy will be very attractive. By 2015 there could be several million tourists visiting cape-verde. Which will make the cv gdp go above the gdp of portugal...for example. The advantage will be for the several million EU citizens who will not need visa to enter cape-verde, rather than to the 100 thousand CVs that could move to the EU.
Anyway, it would be crazy nuts to move from cv to any country in the EU if cv gets higher levels of devlopment, and becomes as rich as the canary islands, nobody will want to leave the country
