The double edge sword cuts both ways nevertheless when mastered it’s incredible.
Cabo-Verde (CV) has an opportunity of doing a great thing but does it have the fortitude.
Every and any conscious respectful citizen should at least question the integrity and objective of his or her government in which at its core basic foundation is to defend the self interest amongst its people or public in the most prudent manner.
CV has struggled to establish and then sell at a discount most of its greatest public establishments at a pace arguably to rapid for its own reality. Nevertheless, today it has an economic double edge sword which I will refer to as the Millennium Challenge Account.
The fact is that majority of CV Diaspora resides in the very country which offered this double edge sword; in fact the very account was made possible through work of Capeverdeans decedents whom resides in US.
The fact is that the real natural resource which CV has exported in the past 100 years has been it’s own people through immigration however many of these generations have not gone back to contribute intellectually in a significant way.
Another fact is that besides its people CV’s strategic location is its gift to the rest of the Globe. It was so over 500 years ago to Spain & Portugal and remains so to the entire globe besides its natural beauty.
My skepticism of the wealthy leads me to believe that they never give anything for free and if they do offer something what they usually want it in return 3 folds or more. So what does the biggest imperial power in the world today want from CV?
If it’s not its human resource (which I doubt) then it must be its strategic location.
Which is good, however a conniving economic jargornot gives you a double edge sword for a reason and that reason is to take it back with interest.(like magic but yet just an illusion).
This means that CV gets these nine figure accounts which they then have to put up for bids. Such cash scent bids will immediately attract many European and American consultant to approach CV like ants to a picnics.
In some cases, these consultants will quickly woo the proud government to sleep, bring in their second rate corporations which have a tendency of overcharging 3rd world governments and so they return back to Europe & US with the same money which was offered with interest to boast.
However, this sword cuts both ways so the second way must be used to cut the first, (it’s a Paradox) which means CV must do everything it can to keep as much of this capital recycled within its own economy.
You do this by first promoting Cape Verdeans to bid for these contracts in a fare manner. There are more than enough capeverdeans within all industries capable of brokering deals or consulting CV in many of these projects. The end result is that Cape Verdeans will in most part reinvest back in Cape Verde.
The second way is that you deal hard and tough with all of the potential international interest whenever it is clear that some Cape Verdeans interested is just not qualified or available.
The third way is that there has to be some loophole within the Cape Verde's tax system to recover some of these dollars through fees, tax, inflation, donation, or guidelines.
It’s never what you say; it’s always how you say it that matters at least in forming policies & legislation.
I seriously hope that some of the more creative, proud and ambitious Cape Verdeans-American can see this double edge sword for what it is because this is one party which we should not mind "rusga" which means show up uninvited.
In closing, when its election time they all show up for campaign contribution and votes. These votes are worth a premium and now it’s the right time to remind these people. Although timetables are set and certain stipulation confirmed, Cape Verde still holds certain discretion and some of us should wake up from this American Dream hibernation and pursue of the real cream.
